  • Arkansas Underground Film Festival

    We are a three-day festival focused on celebrating cutting-edge, underground film and video art. We aren't interested in the politics of Hollywood, and want to promote original work made on the fringes of the art world. If you are a media-maker who makes work outside of the cultural norm, this is the festival for you.

    ARKUFF is an international festival, meaning that film and media-makers from anywhere in the world are encouraged to submit and attend the event. In addition to films, we also welcome live visual performances of any kind. The festival is mainly geared towards short films under 20 minutes, but work of all lengths will be considered.

    Please note that programing for this event will hold true to the “underground” philosophy. Even though your work may be of exceptional quality or craft, it may not fit with our event if it is a more traditional or very straightforward piece. We are very friendly towards experimental, surreal, or documentary work with an edge or unusual bent. Gritty, low-budget, found, or cult work is highly encouraged and will remain uncensored.

    Acceptable screening formats include digital video, regular 8mm, super 8mm, or 16mm. 35mm is not an available format at this time. Other formats may be acceptable is the artist provides the screening equipment.

    All entries must be accompanied by a $10 entry fee (no fee for international entries).
    A check or money order should be made out to “Low Key Arts.” The fee is nonrefundable.
    Works of all lengths and years are considered.

    Please include a written description of the entry and director’s bio with your submission.
    Previews must be received on DVD by May 15, 2009.

    WNDX
    – Winnipeg's festival of film and video art – seeks new Canadian films and videos for our next edition, to be held October 8 to 11, 2009. SUBMISSION DEADLINE: FRIDAY MAY 15, 2009

    WNDX pays special attention to the most innovative and ground-breaking works being completed in Canada today.

    For 2009, WNDX will feature two open call programs – our ongoing NEW PRAIRIE CINEMA and our new CANADA AVANT GARDE. New Prairie Cinema pays special attention to works completed by filmmakers from Manitoba, Saskatchewan, Alberta, Nunavut and NWT. Canada Avant Garde focuses on experimental and avant garde works created by filmmakers from across Canada, regardless of region.

    There is only one submission process; works by prairie filmmakers will automatically be considered for both programs. Preference will be given to Manitoba premieres. Works completed on or after January 1, 2008 can be considered. Submissions must be received by WNDX by May 15, 2009 – this is not a postmark deadline.

    There is no submisssion fee. WNDX provides artist fee payments for works selected for screening in accordance with the standards of the Independent Media Arts Alliance.

    Centrum Sztuki Współczesnej Łaźnia (Łaźnia Contemporary Art Centre) hereby announces the Competition for the best film as part of the 3rd edition of the IN OUT Festival 2009, which is to be held from 16th to 17th October 2009 in CSW Łaźnia in Gdańsk.

    The patronage of the project was taken by the Marshal of Pomerania Province, Jan Kozłowski.
    REGULATIONS OF IN OUT Festival 2009
    16-17 October 2009

    The Organizer Centrum Sztuki Współczesnej  Łaźnia  ( CSW Łaźnia) in Gdańsk, 80-767 Gdańsk ul. Jaskółcza 1,
    hereby announces the all-Poland open competition as part of the IN OUT Festival 2009.
    Rules of the competition:

    1. The competition consists of two stages. Both professionals and students of art faculties creating their works on the basis of motion picture, hereinafter referred to as  films , are invited to take part.

    2. Each participant may put forward up to three films.

    3. Prizes and distinctions in the competition are as follows:

    1st prize: PLN 2 000.00

    2nd prize: PLN 1 000.00

    distinction: PLN 500.00

    audience award: PLN 500.

    The Organizer reserves the right to divide prizes differently or not to grant them at all. Prizes and distinctions shall be paid not later than within 30 days from the date of public presentation of films at the 2nd stage of the competition. Prizes and distinctions shall be subject to taxation on general terms and conditions: the tax shall be collected and paid by the organizer.

    4. To each film put forward for the competition there shall be attached an application form, filled in legibly by the person registering the film for the competition, a short biography of the author(-s) (up to 10 sentences) as well as a film shot or graphics in the JPG format. Where the character of the film requires an additional description or suitable technical information, this shall be also attached to the film.

    5. In the competition one can register a film fulfilling the criteria mentioned below:

    rendition   by any technique; recorded on a DVD in the AVI or MPG format

    required form of presentation: projection, 1-channel video,

    duration from 3 to 15 minutes.

    opening credits shall contain the title of the work, but no data concerning its author.

    the parcel shall also contain a sealed envelope, described with an emblem, containing the application form

    6. The form of the film should reflect its subject.

    7. Films to be shown at the 2nd stage of the competition will be selected by the competition jury, appointed by the Organizer. The authors of films qualified for the 2nd stage of the competition shall be individually notified of the selection results.

    8. The results of the 2nd stage of the competition shall be settled by the 3-person jury on the last day of presentation of films.

    9. By registering a film in the competition, the author simultaneously consents for the free presentation of his work during the IN OUT Festival 2009 in the registered office of Centrum Sztuki Współczesnej  Łaźnia  in Gdańsk as well as during other presentations promoting the statutory activity of CSW Łaźnia.

    10. The competition films shall be sent by 3 August 2009 and the competition shall be settled on 17 October 2009.

    11. The Organizer does not return review copies of films or materials attached thereto. At the request of authors, review copies may be returned to them at their expense.

    12. The Organizer shall not be liable for the loss of or damage to films during transport.

    13. Films registered for the competition may be used in television programmes and digital publications related to the IN OUT Festival 2009. The films shall be archived, so that they can be non-commercially made available for the purpose of promotion, education and research. It is also admissible to record the films on a common DVD carrier and put them in circulation, non-commercially, in order to promote programme actions of the Organizer.

    14. Works bearing an emblem shall be delivered, together with an application form, to the Organizer by the final and absolute deadline falling on 3 August 2008 at 15.00 hours (the date of receipt counts) to the following address:

    15. Films sent without the filled application form and/or emblem and failing to meet the technical requirements shall be rejected due to formal reasons. Information concerning the author shall not be available for Jury members, who shall receive all sent works with an emblem.

    16. Works with the data of the Author recorded on the carrier shall be rejected.

    17. Sending of a film for competition together with an application form shall be tantamount to the acceptance of the regulations of the IN OUT Festival 2009 and the consent for the presentation of the work during the festival.

  • 5th 25 FPS International Experimental Film and Video Festival

    ABOUT   
    25 FPS International Experimental Film and Video Festival is organized by the 25 FPS Association for Audio-visual Research in Zagreb, Croatia. 25 FPS promotes works that aim to use every conceptual, technological and production possibility of film and video, works that relate to the tradition of experimental and avant-garde film making in an innovative way, works that reveal new forms of the moving image.

    PARTICIPATION   
    Experimental works up to 20 minutes produced after JANUARY 1st 2007 are applicable for the Competition Program. Accepted formats of the PREVIEW copies are DVDs (PAL & NTSC!).

    If it's non-Croatian or non-English speaking film, preview has to be subtitled to English, or it won't be considered for Competition Program.

    The preview DVD must be sent together with filled out and signed entry form, dialogue list, and received in Festival office by the MAY 20th at the latest.

    Delivery cost for the preview will be borne by the applicant. All preview tapes will be added to the 25 FPS archives and will NOT be returned.

    When sending your work, please indicate "For cultural purposes only, no commercial value" on the outside of the package or you may be required to pay customs duties.

    SELECTION   
    The list of selected works will be published on Festival's website from JUNE 15th.
    Festival will NOT inform ALL the authors who applied to the Festival, but only ones selected for the Competition.

    SCREENINGS    
    The Festival will contact all authors of selected films to send all the materials to our e-mails by the mid JULY:
    • 4 high resolution stills (JPEG format, 300 dpi),
    • biography and filmography,
    • synopsis,
    • festival history and awards,
    • full credit list, including production and distribution addresses,
    • dialogue list in English (if any.

    Screening tapes and film prints subtitled to English (if non-English speaking film) must be in Zagreb on the 10th of SEPTEMBER at the latest if it isn't arranged differently.

    SCREENING FORMATS  
    35 mm, 16 mm film, Digital Betacam PAL, Betacam SP PAL are screening formats for the Competition Program.
    Programmed works may be excerpted (max. 30'' of running time) for television and other promotional, non-commercial, and educational purposes, and may be screened up to three (3) times during the Festival.

    Festival Selection Committee has the right to refuse any work which is of a dubious technical condition, and which may cause problems during the screening, including non-PAL formats and DVs or DVDs.

    COPIES AND SHIPPING
    All master tapes and film prints will be returned within two weeks after the Festival at the Festival’s expense to the address stated in the entry form. In case of loss or damage during the period between receipt and return, the responsibility of the Festival is limited to covering the costs of replacement of the print. Any complaint regarding the condition of film prints must be made within 30 days after the date of their return shipment. If sending by the EMS (DHL, Federal Express, UPS...), dispatches must be accompanied by a pro forma invoice amounting to a maximum of 10 EUR or 10 USD.

    All previews will be kept in the Festival's archive and may be consulted at leisure. The organizer undertakes to use these copies exclusively for its own, strictly cultural, educational and non-commercial purposes, educational projects or for Festival's presentations and tributes in Croatia or abroad.

    VIDEO LIBRARY
    All preview DVDs submitted for the Competition will automatically be available at the video library for the professionals. If the author doesn't want his/her work to be available in the library, he/she has to specify it in the printed and signed entry form. 

    AWARDS
    1. Three Jury Prizes: Members of the international jury (3) give three equal cash prizes. Each member of the jury will give one prize. Each prize amounts to 500 Euro.
    2. Croatian Society of Film Critics Award
    3. Audience Award
    4. 25 FPS Award: Handed by 25 FPS Association (the Festival's organizer)

    The Festival will consult the winning author, producer or distributor for the precise instructions considering money award transfer.

    OTHER
    Cases not covered by these regulations will be considered directly by the Festival's Committee in compliance with the regulations of international festivals of short film. In case of litigation, only the courts of the City of Zagreb shall be competent and have jurisdiction.

  • 4th Annual ATA Film & Video Festival

    Artists' Television Access invites experimental film and video makers to submit their work (20 minutes or less) to its 4th Annual ATA Film and Video Festival. Video, Super 8 and 16 mm animation, documentary, narrative, abstract, found footage based and other works will be accepted.

    The ATA Film and Video Festival is committed to showcasing films and videos that use an unconventional stylistic and technical approach and bring up subjects or concepts that not only entertain, but also provoke, our diverse audience. The festival also includes installations in ATA's Mission District storefront gallery, a lunch for the filmmakers, and new in our 4th year, a discussion forum for the exchange of ideas amongst filmmakers, curators and audiences.

    Chicago Filmmakers announces the call for entries for The 21st Onion City Experimental Film and Video Festival.  Onion City will take place June 18-21, 2009.  Entry deadline is April 10.

    International Experimental Film Festival Cărbunari 2009

    F.I.F.E. CĂRBUNARI 2009

    The International Experimental Film Festival is dedicated exclusively to sustaining and promoting the experimental films.

    We consider the experimental film to be one of the most interesting expression forms of contemporary art. The interest shown by the public who watched the films, apart from the festival, determined us to change the classical way of approaching an experimental film festival. We’ve therefore decided to change the regulations so that any kind of constrains will be avoided. That is why we eliminate the participation fee and the jury who chooses the winners. Most of the film critics, artists and common art consumers considered the viewing and the real perception of the artistic creation to be more important than establishing a classification based on prize awarding. The involvement of a jury in such a festival leads to a selection based on a subjective opinion and consequently to an artificial point of view, which influences the real perception of the event. Every experimental film has a justification only when it is not a subject of an official analyzes or any other preset value criteria.

     

    All films sent to Florean Museum will become the museum’s property, including all copyrights and use, but excluding commercial use.

     

    The Florean Museum’s experimental film collection is a reference point of the contemporary experimental film and is available to anyone who wants to study the phenomenon.

     

    For this reason all films will be introduced on the museum’s site at http://www.cmc.ro, in a format which does not allow any kind of commercial use, only the artistic one. They will be accompanied by the artist’s CV. No entry papers are needed.

    - The number of works you can participate with is unlimited.

    - All the sent films will be projected at the festival.

    - There will be no preliminary selection, because we consider it to be a censorship act, inadmissible in the art field.
